Supplemental Enforcement Provisions
Obsevers will:
- Track time limits
- Announce time limit warnings and expirations.
- Resolve player disputes in a timely manner.
- Any player directly involved in a disputed call may request Observer resolution.
- An Observer may actively resolve a continuing dispute.
- Censure or eject players for sportsmanship infractions.
- Render opinions on other on-field events (such as line calls and offside calls), within the scope determined in advance by the tournament organizer (UPA).
Yardage penalties for offsides violations:
- Offsides by pulling team
- 1st time - Warning. Play stops. Re-pull.
- Subsequent offsides – Receiving team starts play at mid-field (halfway between the two endzones).
- Offsides by receiving team
- 1st time – Warning. Play stops. Re-pull.
- Subsequent offsides – Receiving team starts play at penalty mark 15 yards deep in endzone it is defending.

- 1st time - Warning. Play stops. Re-pull.
- Subsequent time violations – Receiving team starts play at mid-field (halfway between the two endzones).

- Subsequent time violations – Receiving team starts play at penalty mark 15 yards deep in endzone it is defending.
