US Team Selection for 2004 WUGC

General Team Info

  1. Completed rosters, individual player waivers, and dues must be received at UPA Headquarters by Friday, August 29 for Open/Mixed/Women's (OMW) Division teams. Masters teams competing in Masters Regionals must meet the above requirements by Friday, September 19th. See Masters Team Info for details.

    NOTE: This means RECEIVED at UPA HQ by that date, not postmarked by that date.

    *College teams may qualify for an exception to the roster deadline. Please see College Roster Deadline Exception

    *An on-time roster must include at least seven players (Mixed rosters must also include at least 3 women and 3 men.)

  2. Teams may still compete at Sectionals (Masters at Regionals) if they don’t meet the roster deadline, provided they turn in their complete roster materials to the Sectional Coordinator (Regionals for Masters) prior to participating in the tournament. (Please see #3 below.)

  3. What happens if my team does not meet the pre-sectionals headquarters roster deadline?
    • New UPA members will only count towards a region's growth wildcard count if the roster they are on is received at HQ by the appropriate deadline.
    • Only rosters that were received at HQ by the appropriate deadline for teams that participate at Sectionals will be counted towards regional bids and national size wildcard. (Note that the use of on-time rosters for regional bids is new this year.)
    • Teams whose roster materials are not received at HQ by the appropriate deadline must pay a $50 late registration fee with their roster at the tournament.

  4. At least 50% of the players on a team's roster must reside in the section in which that team will compete. At least 75% of the players on a team's roster must reside in the region in which that team will compete. No more than 5 players may be from outside the region in which the team will be competing.
    "Residence" is defined as follows:
    • Location where person is living for the majority of September and October, AND
    • Location where person is living for the majority of either the 3 months prior to Sept 1 or immediately following Oct 31.

  5. Please see the Rostering 101 guide for detailed instructions on how to get your roster done right and for links to the appropriate forms you'll need (roster, waivers, etc.).

Masters Team Info

  1. Masters teams may play in Open/Mixed/Women's (OMW) Sectionals as an OMW team.

  2. If such a Masters team qualifies for OMW Regionals, the captain must immediately inform both the OMW and Masters RC's whether the team intends to play in OMW or Masters Regionals. The team must choose, and players may not play in multiple divisions of Regionals or be on two active rosters at the Regional level of any division.

  3. If a Masters team plays in OMW Sectionals, they must turn in an OMW roster by the OMW roster deadline, regardless of their intent to play Masters later (see General Team Info).

  4. Please see the new Forfeit Rule which may impact Masters teams participating in OMW Sectionals as a tune-up event.

  5. All Masters teams must turn in a Masters roster for Masters Regionals, regardless of whether they played in OMW Sectionals. The HQ roster deadline for teams competing in Masters Regionals is Friday, Sept 19.

  6. If a "Masters" team plays in an OMW Sectionals and Masters Regionals, the two rosters are not required to match.

  7. Masters teams may still compete at Masters Regionals if they turn in their complete roster materials to the Regional Coordinator prior to participating in the tournament. (Please see #8 below.)

  8. What happens if my Masters team does not meet the pre-Regionals headquarters roster deadline?
    • Only rosters that were received at HQ by the appropriate deadline will be counted in the Masters anti-wildcard system.
    • Teams whose roster materials are not received at HQ by the appropriate deadline must pay a $50 late registration fee at the tournament.

  9. Players of any age may play on an OMW Sectionals team. OMW team representatives are responsible for making sure none of their players intend to play Masters, if the OMW team expects to play at OMW Regionals. Masters team captains are responsible for making sure none of their players are on an OMW team that has qualified for Regionals. Masters aged players will not be permitted to play in Masters Regionals if their OMW Sectionals team qualifies for and does not relinquish their OMW Regionals spot. See Masters Players Info.
    If a Masters team plays with such a player, it may be disqualified.

General Player Info

  1. All players participating on a team for any or all Series events must be listed on the team roster. If a player not on a team's roster participates in the Series with that team, that player and/or team may be disqualified from the Series.

  2. All players listed on the roster must be current UPA members in good standing. Players who are not current members must sign up for membership on the team roster, sign and return the individual waiver form, and submit the appropriate dues with the roster. Non-members who do not register by Sectionals will be ineligible to play in the remainder of the Series until they submit the appropriate forms and fees.

  3. Players may only be on one roster at the sectional level for the UPA Club Series. With the exception of Masters players participating in either Open, Women's, or Mixed Sectionals, no player may participate in more than one division of the 2003 Club Series. If a player participates in more than one division, or is on more than one roster, that player and or team(s) may be disqualified from the Series.

  4. Rosters are closed once Sectionals begins and no players can be added to the roster for the remainder of the Series.

  5. Teams that turn in rosters to HQ by the appropriate deadline may add up to 2 players to their roster at sectionals without paying the $50 late fee. Additions beyond 2 players will require payment of the late fee. (These teams will still count towards regional bid allocations and the national size wildcard provided they participate in the Series.)

    A supplemental roster, listing team and player information, MUST be submitted to the sectional coordinator prior to the start of competition. Additional players MUST pay dues (OR show their current UPA membership card) and MUST turn in a waiver at the event, even if they believe they are current members and/or have a waiver on file at HQ. (Refunds will be issued if necessary.) Roster additions or transfers must be approved through the sectional coordinator by both the captain of the "adding team" and the "added player".

  6. Players of any age may play on an Open/Mixed/Women's (OMW) Sectionals team. OMW team representatives are responsible for making sure none of their players intend to play Masters, if the OMW team expects to play at OMW Regionals. Masters aged players will not be permitted to play in Masters Regionals if their OMW Sectionals team qualifies for and does not relinquish their OMW Regionals spot. See Masters Player Info.

Minor (Under 18) Players Info

Minors participating in the Series must have the appropriate forms completed prior to participation (minor's waiver, medical release, chaperone waiver). Please see the Rostering 101 guide for more detailed instructions and links to the appropriate forms.

Masters Players Info

The minimum age for the 2003 UPA Masters Open Division is 33 for men and 30 for women (age as of 12/31/03).

An individual player may declare Masters eligibility after open Sectionals if, and only if, one of the following applies:

  1. The player is not on any Sectional roster; or
  2. His or her OMW team does not qualify for OMW Regionals; or
  3. His or her entire qualifying OMW Sectional team relinquishes their Regionals spot.

The purpose of this is to avoid Masters "ringers" affecting Sectional standings. If any of the following guidelines are not followed, the infracting player and/or team(s) may be disqualified from the Series.

College Roster Deadline Exception

College teams who start their fall academic term on August 20tht or later are eligible for a roster deadline exception.

Here's how it works:

  • By August 29th the team must fax a partial roster to UPA HQ. (Partial roster can include as few as one name (team spokesperson). fax 303-447-3483
  • By August 29th the team must fax to UPA HQ a copy of school material (calendar, page from class handbook, etc.) indicating the official start of the academic term and indicating that they qualify for the roster deadline exception. This info should be included with the partial roster. fax 303-447-3483
  • At sectionals, the team must present the Sectional Coordinator with the full roster AND
    1. waivers for all members of the team who were not included on the partial roster, and
    2. dues for all members of the team who were not included on the partial roster (unless they present a current UPA membership card). HQ will have checked the players on the partial roster and will inform the coordinator if additional info/fees must be collected from those players as well.

If a college team meets the above criteria and follows the guidelines as laid out, they will be counted towards a section’s on-time roster count and be exempted from the $50 late fee. Unfortunately, the new players on those rosters will not count towards the growth wildcard, as those rosters will not be received until after sectionals, which is too late for the growth wildcard count. For the same reason, these new players will not count towards any size-wildcard tiebreaker.

False Reporting of Membership

In the Spirit of the Game we depend on participants to report their correct membership status. The Team Spokesperson is responsible for making sure that all non-members sign up. If you have any questions about a participant's membership status, you can check on-line at www.upa.org/members. Or you may contact the UPA at 1-800-872-4384 or by email at . Rosters will be checked and a team or players may be disqualified for ineligible players. After the Series, the Spokesperson may be invoiced for non-members and these players will be suspended from all UPA Sanctioned events until the dues are paid.

The Spirit of the Game

Although Ultimate resembles many traditional sports in its basic athletic requirements, the rules are much simpler, which allows the games to be self-officiated. Ever since Ultimate was born, this form of self-empowerment on the field of play has gone far beyond being a mere convenience factor. The concept called “playing by the Spirit of The Game” has become ingrained in the basic philosophy of the sport; is written into the rules; and is practiced at all levels of play, from corporate leagues to the World Championships.

Ultimate relies on a spirit of integrity, which places the responsibility for fair play on the individual. Highly competitive play is encouraged, but never at the expense of the bond of mutual respect. Actions that go against these basic principles may hasten a day when players no longer control the game. Remember, no set of rules can replace players’ respect for one another and the Spirit of the Game.

The team roster is not a contract. The information requested on the roster is to obtain insurance for the tournaments and to accommodate the informational demands of UPA membership. Deliberate misrepresentation of fact may constitute fraud and responsible individuals may be subject to disciplinary action. Participation in UPA Sectionals is conditioned upon adherence to the Rules of Ultimate and the UPA Bylaws. The UPA is not responsible for injury or loss to participants resulting from the inherent dangers of the sport or the negligence of others.

Competition Guidelines

  1. Bids to Sectionals

    Any team may participate in Sectionals provided they have met the Team Requirements for participation as outlined above under General Team Info. There is no additional qualifying process for the first (Sectional) level of the UPA Series.

    For the purposes of tournament logistics, Sectional Coordinators and Tournament Directors may impose a deadline by which teams must decide whether they will attend the tournament. This deadline may be associated with submission of a tournament entry fee, as determined by the coordinator and TD. Tournament Directors may keep entry fees from teams that pull out of the tournament beyond a certain date, provided that date and the fee are reasonable, were approved by the event's UPA coordinator, and were communicated by the TD or coordinator to the teams ahead of time.

  2. Bids to Regionals

    Regional bids will be allocated to sections based on the number of teams in each section that meet the roster deadline and participate at Sectionals (General Team Info). (Note that the use of on-time rosters for regional bids is new this year.)

    Bids to Regionals will be based on the following formula:


    N=total number of teams in the region that meet the roster deadline and participate at Sectionals
    R=total number of spots in Regionals (R=16)
    a=number of teams that meet the roster deadline and participate at Sectionals for Section A
    b= number of teams that meet the roster deadline and participate at Sectionals for Section B (and so on)
    a + b. . .=N

    Section A gets (a/N) x R bids to Regionals

    Partial (fractional) bids will not be awarded unless fewer than 16 total bids have been allocated (see below). There will be a maximum of 16 bids to Regionals.

    • Each section (unless there is team migration) must receive at least one bid. If application of the formula results in a section being allocated zero bids to Regionals, and there are unallocated bids, one unallocated bid will be awarded to each section with zero bids. If application of the formula results in a section being allocated zero bids to Regionals and all bids have been allocated, then one bid will be taken from the section with the most bids and awarded to the section with no bid.
    • If each section has at least one bid, and fewer than 16 bids have been allocated, the decimal remainder from the formula results for each section will be compared. The remaining bids will be awarded to sections (one each), in order from highest to lowest remainder. (For example: a section with a decimal remainder of .82 will be awarded a bid before a section with a remainder of .67).
    • If there is a tie for the final bid to Regionals, the number of players on the tied sections' "on-time" rosters will be used to determine the final bid. If there is still a tie, the number of teams participating at Sectionals will determine the final bid. If there is still a tie the Regional Coordinator will decide which section gets the bid, with the approval of the National Division Director.

    If a team forfeits its bid to Regionals, the bid will be offered to the next highest finishing (eligible) team from the forfeiting team's section. This procedure will be followed until the bid is awarded. If no teams in that section accept the bid, this process will be repeated starting with the section next in line to receive a bid according to the allocation formula. If a team drops out less than one week prior to the tournament, the Regional Coordinator may accelerate the above process by shortening response times and immediately contacting all potential replacement teams. If the spot has not been filled 3 days prior to the tournament, the RC may award the bid at his/her discretion with the approval of the National Division Director.

    For the purposes of tournament logistics, Regional Coordinators and Tournament Directors may impose a deadline by which teams must decide whether they will attend the tournament. This deadline may be associated with submission of a tournament entry fee, as determined by the coordinator and TD. Tournament Directors may keep entry fees from teams that pull out of the tournament beyond a certain date, provided that date and the fee are reasonable, were approved by the event's UPA coordinator, and were communicated by the TD or coordinator to the teams ahead of time.

  3. Bids to the UPA Club Championship (a.k.a. Nationals)

    In each division, each region will receive two automatic bids to the UPA Championship. Additionally, 4 wildcards will be awarded in each of the Open, Mixed, and Women's (OMW) divisions (see explanation below). The Masters modified "Anti-Wildcard" system is also described below.

    Masters "Anti-Wildcard"

    • If a Region has at least 5 Masters teams who meet their pre-regional roster deadline, and that same region has at least 5 Masters teams in attendance at Regionals, it will get two bids to nationals.
    • If a region has less than 5 teams who meet the pre-regional deadline, or has fewer than 5 Masters teams at Regionals it will receive only one bid. The lost bid(s) will be awarded alternately based on regional strength and size comparisions.
    • No region may receive more than 3 bids to nationals.
    • Strength Wildcard (to be awarded first if bids are available):
      • If a region is in the running for a 2nd bid, that region's 2nd finishing team at the previous year's nationals is used in the strength comparison (or 1st finishing team if only one team was in attendance).
      • If a region is in the running for a 3rd bid, that region's 3rd finishing team at the previous nationals is used in the strength comparison (or 2nd finishing team if only two team were in attendance, PROVIDED that team has not already been used to earn a strength wildcard*).
      • *Once a team's finish is used to earn a strength wildcard, it may not be used in any other strength wildcard comparisons.
    • Size Wildcard (to be awarded second if bids are available):
      • The Region with the most teams meeting the pre-regional roster deadline will receive the size bid.
      • Tiebreakers: If there is a tie, the bid will go to the team with the most players on rosters that were received at HQ by the pre-regional deadline. If there is still a tie for the extra bid, the region with the most total teams competing at Regionals will get the bid.

    Wildcards for Open, Women's, Mixed Divisions

    1. Two Strength Wildcards
    2. One Size Wildcard
    3. One Growth Wildcard
    4. A maximum of two wildcards from one Region
    5. A region may not get both the size and growth wildcards.
    6. Order of wildcard allocation: Strength, Size, Growth

    Strength:

    Open, Women's, and Mixed Divisions

    Using the previous year's Club Championships, final placements of the worst finishing teams from each region are compared. Additionally, if a Region had 4 teams in attendance, then the 3rd finishing team from that Region also participates in the comparison. The best two final placements of all compared teams each win a strength wildcard for their respective Regions. (Note that this means if the 3rd and 4th finishing teams from one Region place higher than all the other teams under comparison, that Region wins both strength wildcards.) Finally, if a Region has exactly 3 teams in attendance at Nationals and all 3 place above the 2nd place finishing teams from all the other Regions, then that Region wins both strength wildcards.

    If there is a tie in final placement then the following tie-breakers will be used.

    1. Head to Head.
    2. Finish of 2nd worst team.
    3. If region has more teams at nationals then they get it; if not the region that has gone longest without a wildcard gets it.
    4. Repeat whole procedure using previous year nationals results

    Application of the Strength Wildcard formula results in the wildcards being awarded to the following regions:

    Open Division:
    Northwest - 1 wildcard
    South - 1 wildcard

    Women's Division
    Northwest - 2 wildcards

    Mixed Division
    MidAtlantic - 1 wildcard
    South - 1 wildcard

    Size Wildcard:

    One size wildcard will be awarded on the basis of the number of teams in each region. The region that has the most teams who meet the pre-Series roster deadline and participate at Sectionals will get the size wildcard. If there is a tie, the size wildcard will go to the region with the most players on the "on-time" rosters of teams participating at Sectionals. If there is still a tie, the size wildcard will go to the region with the most total teams competing at Sectionals.

    Growth Wildcard:

    What?
    One growth wildcard in each division (Open/Mixed/Women's) will be awarded to the region with the highest "percentage growth" of UPA members in the current year (new members divided by total members the previous year).

    Who?
    In the Open Division, new male UPA members will be counted. In the Women's Division, new female members will be counted. In the Mixed Division, the total number of new UPA members (male and female) will count towards the growth wildcard.

    A person is considered a new member if he or she signed up (for the first time) for a UPA membership during the current year. Only new members who sign up by their appropriate sectional roster deadline will count towards the growth wildcard. New members will count for the region in which they have their mailing address on file in the UPA database.

    When?
    The new member count will take place following the HQ roster deadline. Only new members who have signed up before the roster deadline will count.

    How?
    Using the UPA database, roster deadlines, and a more efficient system for tracking members, it is now possible to provide the numbers needed for tracking growth in this manner. Again, roster deadlines are an important factor, so please be sure to find out when those deadlines are.

    Why?
    This growth system is designed to encourage and reward the growth of ultimate and the UPA. Growth of the sport and the UPA is fundamentally linked to the success and quality of the UPA Championship Series. Growth represents the future of the sport in terms of future sponsors, fans, and players. Even as Ultimate becomes more and more refined, with many different levels and styles of play, players at all levels have a profound influence on the spread of the sport. This influence may be as team captains, coaches, league organizers, and tournament directors.

    It is to a large degree the Championship Series players who have the experience to help grow the sport. The growth wildcard is designed to provide an extra incentive, and reward, for those players who put their experience to use to spread ultimate. At the same time, the growth wildcard will not just be connected to numbers from the Championship Series, and because growth throughout the year will count, the Series itself will not have to be the focus of recruiting efforts. This means less desperate recruiting to getting brand new, inexperienced teams to attend Sectionals in an attempt to capture a wildcard. This means that Series players and teams will be able to focus on championship play, and organizers will not be forced to split their time trying to run the Series and recruit new players and teams at the same time.

  4. Formats

    Sectional and Regional tournament formats will be determined by coordinators using UPA guidelines. Contact your Sectional or Regional Coordinator for information.


  5. Forfeit Rules
    • A team must play all its games at a “qualifying” tournament in order to qualify for the next tournament in the Series. Every player on a team that forfeits a Series game is disqualified for the remainder of the current Series, in every Division. Any scheduled game where the winner and loser are not determined by playing Ultimate on the field should be considered a forfeit for the loser. At the discretion of the event's UPA coordinator, consideration may be given to situations that might warrant an exception being made, provided it does not adversely affect the fairness or integrity of the competition. Consideration should be given if a team misses the first game of the first day because of travel problems.
    • If one team is not ready to play at game-time, points may be assessed, in accordance with the 10th Edition Rules of Ultimate (Section VIII.A.4). Under these conditions, if the score of the game reaches 8-0, the team that has failed to signal readiness will technically forfeit the game (see rule above).

  6. Official Rules

    The 2003 Club Series will be played under the 10th Edition Rules of Ultimate. Certain changes to those rules may be implemented under the captain's clause, provided that:

    1. they are agreed upon at the captain's meeting prior to the start of competition, and
    2. they are approved by the event's UPA coordinator (This approval is necessary only because certain rules may require more notice to implement than would be given the morning of competition. A coordinator may choose not to approve a rule change that cannot be adequately implemented.)

  7. Observers

    If captains want observers to be present at the tournament, they must notify their coordinator at least 2 weeks prior to the tournament. This will help tournament organizers and the UPA find and provide training for observers prior to the event.

  8. Uniform Requirements for the UPA Club Championships Tournament
    • All players participating in the event for a give team must wear jerseys of identical color and design.
    • Jerseys must have numbers on the back. The numbers must be at least 6 inches high and be Arabic numberals. No two players on a given team may use the same number.
    • It is strongly recommended that all players on a given team must wear shorts of the same color. (This will likely be a requirement in 2004.)

    The UPA reserves the right to disqualify players who fail to meet the uniform requirements.

    Frequently Asked Questions:

    Q. Why does the UPA have uniform requirements?
    A. The Club Championship tournament has importance beyond the competing teams; it is a spectator event, and non-players (including observers, photographers, journalists, fans, and stat-keepers) need to be able to identify teams and players. The tournament is also one of the UPA's showcase events, and it is imperative that the sport be presented in its best light.

    Q. Do we have to wear uniforms throughout the Club Series?
    A. No. At this point, these requirements apply only to the Championship Tournament (a.k.a. Club Nationals). They will likely apply to the entire Series (Sectionals, Regionals, and Nationals) at some point in the future.

    Q. What if I want my number to be an ankh or a symbol representing the ratio of the circumference of a circle to its diameter?
    A. Only Arabic numerals are allowed. Positive, whole numbers (zero is also OK).

    Q. The UPA won't really disqualify a player who shows up at the Championships without a number, will it?
    A. Yes. The UPA is quite serious about enforcing these rules.

  9. Mixed Division Gender Ratio Guidelines

    The Gender Ratio for the Mixed Division of the UPA Championship Series (Sectionals, Regionals, and the UPA Championships) will be 4/3, meaning 4 men and 3 women, or 4 women and 3 men. The receiving team will determine if the current point will be played with 4 men and 3 women or 4 women and 3 men. The pulling team must match the gender ratio of the receiving team. If the pulling team cannot match the gender of all 7 players, then it must play with fewer than 7 players, matching the gender of as many players as possible.

    In the event of an injury time-out where a player leaves the field, the replacing player must be the same gender as the injured player. If a team replaces players, the opposing team has the option of substituting a like number of, or fewer players. The replacing player(s) must be the same gender as the player(s) they replace. If a team calls an injury time-out but does not have a replacement player of the same gender as the injured player, it may not replace that player and must play with fewer than 7 players.

US Team Selection for 2004 WUGC

The following is an excerpt from the UPA International Policy, passed by the UPA Board of Directors on 8/28/03. The excerpt pertains to the team selection procedures for the World Ultimate and Guts Championships, sanctioned by the World Flying Disc Federation every 4 years, where each country is represented by a single national team in each division for which it qualifies.

The process outlined below states, in summary, that the highest finishing US team at the 2003 UPA Club Championships in each division will be chosen to represent the US at the 2004 WUGC in Finland. The format for the championship tournament will not be modified due to the presence of non-US teams, unless a game to determine 3rd and 4th place is necessary (should two non-US teams make the finals).

VI. International Competition Selection Processes

The UPA has developed selection procedures for players and teams participating in the following international competitions. In some cases, requirements and procedures are set forth by WFDF and/or GAISF.

  1. WFDF World Ultimate and Guts Championships (2004, 2008, 2012, etc...)
    Responsible for Selection and/or Administration of US Teams
    • UPA Administration and International Committee of the UPA Board

    Process
    • The UPA will send the highest-placing US team in the Open, Women's, Mixed, and Master's divisions at the most recent UPA Club Championships to represent the US.
    • If a non-U.S. team wins a division, the next highest-placing US team will be selected. Although the UPA Championship Series is not a "true" national championship as non-US teams do participate, the UPA Board feels that the highest-placing US team, regardless of who it plays in the Series is a high-quality representative of US Ultimate.
    • If the selected team declines its bid, the next highest placing US team will qualify.
      Eligibility Requirements
      • A team's players must be on that team's roster for the UPA Club Series immediately preceding and/or following the WUGC.
      • The Open, Women's, and Mixed teams may add up to three (3) additional players to their rosters before final team rosters are due to the UPA. These players are not subject to the limits set forth in A (above).
      • The Masters team may add up to five (5) additional players before the final team roster is due to the UPA. (Additional Masters players must meet WFDF's Masters Team guidelines for age requirements.) These players are not subject to the roster limits set forth in A (above).
      • Any further roster requests, changes, or additions are subject to UPA approval.
      • If a UPA member plays in WUGC with a team and does not meet requirements A or B or receive UPA approval for participation at WUGC, that member is barred from participating in the UPA Championship Series following that year's WUGC.
      • A player may participate in only one division at WUGC.

      Residency Requirements:
      • The UPA adheres to the National Team requirements set forth by WFDF:
        WFDF National Team Requirements
        • 106.01: A foreigner who wishes to compete on a national team in a world championship must have lived continuously in that country for at least two consecutive years immediately prior to thetournament.
        • 106.02: A national team may have a maximum of two"foreign" players as defined in 106.01.
        • 106.03: A player who has lived continuously in acountry for at least five consecutive years immediately prior to the tournament is no longer considered a "foreign" player on thatnational team's roster.
Note
The UPA is exploring future possibilities for sending a "select" team to represent the US in the Open, Women's, Mixed, and Masters divisions. Until the UPA feels that it has adequate staff and financial resources to conduct such a process, the above selection process will remain in place.
